Uttarakhand clears new industrial proposals

After a long wait, the Uttarakhand government has quietly cleared 25-26 proposals from the industries for the purpose of expansions and new manufacturing facilities in the state.
State Industries Minister BansidharBhagat confirmed the development and said the state would receive an investment of over Rs 400-500 crore through these proposals.
Initially, the government had received over 60 proposals from industries to set up new units or go for substantial expansion in the state. But after the expiry of cent percent excise duty exemption, a key component of the concessional industrial package (CIP) 2003 in March, the response to buy land reduced considerably. “Less than 50 per cent of the applicants finally showed interest in buying industrial plots,” a source close to the development said.
ITC was the main beneficiary under the new allotment as it got nearly 8-9 acres of land at the industrial estate of Haridwar. The sources said barring ITC, most of the other industries are not so prominent.
These industries had submitted proposals to the State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (SIDCUL), a nodal agency for industrial development, to buy land at industrial estates of Pantnagar and Haridwar as well as at Pharma City and Sigaddi Growth Centre at Kotdwar. All these industrial estates have been developed by SIDCUL where over 1,500 industries including top companies like Tata Motors, Nestle and HUL had set up units during the past few years with an investment entailing more than '16,000 crores.
Most of these industries had got land between 300 sqmeter to 1,000 sq meter in the four industrial areas. The main rush was for Haridwar and Pantnagar where 32 acres and 75 acres of land was vacant. But most of the new proposals are only for Haridwar. For the rest of the industrial estates, there was hardly any interest shown by the industries.
Technically, the proposals should have been put before the empowered committee headed by the Industries Minister, who is its chairman. But since all the files related to these proposals were lying in the office of Chief Minister Ramesh PokhriyalNishank for clearance, Bhagat was finding it difficult to make any intervention.
But following a lot of pressure from certain quarters, the government finally cleared the new proposals without making any announcement.

The efforts undertaken together in the last decade have proved various myths about the possibility of industrial development in the region as futile. Not only has the industry sprouted here in the forms of different hubs, it has also excelled in terms of growth. The economic, social and emotional investments of the entrepreneurs has given them good dividends and the state can now proudly claim its place on the industrial map of India.
The growth of the state as a major educational and industrial hub has worked wonders as the two sectors have been acting as ideal characters complementary to each other. The industry on one side has been happy to recruit an ideally educated and professionally trained manpower in the different units thus providing ample scope of growth and employment to the local populace. On the other hand the educational institutions have mushroomed with the confidence that there is ample scope for their students in the widening employment opportunities being offered by the industry here. Gone are the days when the youth of the state had to meander along with the rivers to the plains to find their destination.
Uttarakhand as a state has lots to offer to the industry while playing a perfect host. The policy instruments in the offing are ideal for an entrepreneur to set shop here. For years region's economy was driven by tourism, agriculture and forest resources. But when Uttarakhand was created in 2000 then started industrial revolution in the state. Encouraging the same even central government announced the Central Industrial Package (CIP) for the state in 2003, along with Himachal Pradesh, J&K and the north eastern states. The central package, announced for the next ten years, included 100 per cent exemption of the central excise duty, 100 per cent income tax waiver for the first five years and 30 per cent for the next five years and 15 per cent rebate on capital subsidy on land and building and other infrastructure. Later on the central government curtailed the limit of the package from March 2013 to March 2010 for Uttarakhand and Himachal Pradesh, though the package still continues for the J&K and the states of the north east. With the announcement of the concessional package, the state saw heavy investment by many big industrial houses. Many national and multinational companies of repute such as the Hero Honda, Tata Motors, Mahindra & Mahindra, Hindustan Unilever, Birla Tyres, Bajaj Auto, ITC, Kirby, Luxor, Anchor Electricals and the Asai Glass, set up their units in the industrial estates developed by the State Industrial Development Corporation of Uttarakhand Limited (SIDCUL) in Haridwar, Dehradun and Udhamsingh Nagar districts.

Harendra Garg, the regional chairman of the Industries Association of Uttarakhand (Garhwal region) says that there has been investment in pharma, auto and other sectors for nearly Rs.30,000 crores. Nearly 2000 industrial units have started production, generating employment for more than one lakh persons since 2003. It was the boom time for industries in the state. "If the central industrial package had been extended beyond March, 2010, the momentum of industrial growth in the state would have got a further boost and we might have further attracted an investment of about Rs.20,000 crores which was in the pipeline," says S.C. Nautiyal, the additional director of industries in the state.

After announcement of the central package for Himachal Pradesh and Uttarakhand, there was gravitation of investors from the neighbouring states such as Punjab, Haryana and U.P., towards these states. The sources say that now states like Punjab and Haryana are demanding withdrawal of tax exemptions from Uttarakhand and Himachal Pradesh. The state chief minister, Dr. Ramesh Pokhriyal Nishank alleges that the centre is meeting out a step motherly treatment to Uttarakhand and Himachal Pradesh, since both these states are ruled by the party which is the main opposition at the centre. "Instead of increasing the time limit of the central package from the centre has curtailed its limit by 3 years, while the concessional package is still operational for the J&K and the north eastern states. UK is a new state and needs the concessional package for some more time, to consolidate our industrial base," says Nishank.

Inspite of the fervent pleas made by the state government time and again, the central government maintains a studied silence on the issue. There is a downward slide in the industrial development. Arun Saraswat, the president of the SIDCUL Industrial Association of Haridwar district says, "Though after the expiry of the industrial package, the central excise rebate has ended, the concessions like rebate in income tax still continue. However, there are many other problems which are adversely impacting the industrial units." Arun Raghav, the general manager (HR) of the ITC, one of the leading industrial units, says that the lack of proper infrastructure is the biggest problem. "Uttarakhand in itself is not a big market. Our main market is Delhi and other parts of north India. Proper road and rail connectivity is the most essential. The condition of the roads is not up to the mark and there are frequent traffic snarls.

For many days in the year, during the melas, the highways remain closed, obstructing the transportation of the goods," says Raghav. S.C. Sood, the vice president of the Birla Tyres and the president of the Thrust Industries Association, which include such giant units as Patanjali Food Park and the Asai Glass, says that the investors were lured to the state mainly because of the industrial package and the cheap and regular supply of power. "Now both these factors do not exist. The time limit of industrial package has expired. The rates of electricity for industry have also been hiked. To make situation worse there are power cuts for long hours. If we generate our electricity by our turbines and generators, the cost is very high. The small units are the worst sufferers due to erratic power supply." While the state government is blaming the centre for stagnation in industrialization, the opposition parties are passing the buck to the state government. "The state government has no vision for development. It is mainly the flawed policies of the state government which are responsible for the slump in the industrial sector," alleges Dr. Harak Singh Rawat, the leader of the opposition in the state assembly. While the blame game goes on, industrial growth suffers. The need of the hour to to find out solution of the problems afflicting the industrial sector in this young state.

With private players not too keen to develop the Special Economic Zones (SEZs) in Uttarakhand, the State Infrastructure andIndustrial Development Corporation of Uttarakhand Limited (SIDCUL) is also likely to follow suit.
According to top officials, since the export scenario has still not improved considerably, the corporation is now in favour of establishing a new IT hub in Dehra Dun through the Software Technology Park of India (STPI) route claiming the scope of profitability is much better and also the companies have the option of selling products in the domestic market. SIDCUL is now sending a proposal to the board of approval for de-notifying its Sahastradhara IT-SEZ project. SIDCUL has already put a proposal to this effect before its own board.
SIDCUL has in its kitty nearly 37 acres of land near its Sahastradhara IT Park, which is also still in the process of development here. In this 37 acres area, SIDCUL initially wanted to develop an SEZ. After the downturn in 2008, SIDUCL found it difficult to go ahead with the SEZ plan.
It is also in possession of land at Sitarganj in Kumaon region for similar projects. But the government is yet to take a final decision regarding both Sahastradhara and Sitarganj projects. Parsvanath and other private players have also discarded their SEZ proposals in the state.
“There is an impressive growth of the software exports by the units registered under the STPI. The growth rate is also growing despite the downturn witnessed two years ago. So STPI is far better option now,” said the official.
Uttarakhand, which is lagging behind several states in terms of software exports, can take lead in case STPI concept gets the finalnod from the government, the official added.

However, for S.S.I. units and units notified as Thrust Industries being set up in remote areas, the interest incentive shall be granted @ 5% with a maximum of Rs. 3 Lakhs/annum. The interest incentives shall be admissible to the unit only if it remains in operation for last installment, failing which the Government will have the right to recover the amount of incentive availed.
For the purpose of Interest Incentive, Substantial Expansion shall mean additional investment of not less than 25% of the underpreciated book value of plant and machinery of an industrial unit
For the purpose of the Interest incentive, modernization of new existing Industrial units means additional investment to the extent of 25% of the underpreciated book value of plant and machinery, made in acquisition of plant and machinery and technical know-how for such modernization
For revival/rehabilitation of sick SSI units, interest incentive @ 3% with a maximum of Rs. 2 Lakhs per annum shall be provided on the loan taken under fully tied up revival and rehabilitation package from financial institutions, banks etc. For entrepreneurs in remote areas the interest incentive will be granted @ 5% with a maximum of Rs. 3 Lakhs per annum. The interest incentive shall be admissible to the units only if it remains in operation for minimum of 3 years from the date of date of disbursement of last installment, failing which Government will have the right to recover the entire amount of incentive availed
In the case of sick non-SSI units, Government will sympathetically consider measures required under revival/rehabilitation package drawn by Operating Agency/Financial Institutions/Banks
100% exemption on Entertainment tax will be allowed for Multiplex project in the State for period of three years, and for all new amusement parks and ropeways for five years.
75% of the Total Expenditure subject to a maximum of Rs. 2 Lakhs incurred in obtaining national/internationally approved quality marks such as ISO series certificate etc., shall be reimbursed to the entrepreneurs provided that the reimbursement/grant availed for this from all sources should not exceed the total expenditure on this head
50% of the expenses subject to a maximum of Rs. 1 Lakhs incurred in installing pollution control equipments shall be reimbursed to the entrepreneurs, provided that the total reimbursement/grant availed for this from all sources should not exceed the total expenditure on this head.
75% of the cost subject to a maximum of Rs. 2 Lakhs shall be made available to the entrepreneurs in the shape of assistance for registering their patents, provided that the total reimbursement/grant availed for this from all sources should not exceed the total expenditure on this head.
For educated unemployed youth, financial loan assistance for project upto Rs. 2 Lakhs in case of Manufacturing/Services Industry and project upto Rs. 1 Lakhs in business sector shall be available under the “PRIME MINISTER ROZGAR YOJNA” with subsidy of 15% of the project cost subject to a maximum of Rs. 15,000. Age limit has also been relaxed under this scheme from 35 years to 40 years
Industries generating employment opportunities shall be encouraged
Purchase preference and price preference will be given to State SSIs in State purchases
Purchase preference shall be accorded to Non-SSI units within the State vis-à-vis units outside the State
Matching State subsidy on approved projects of National Horticulture Board (NHB), Agriculture & Processed Food Products Export Development Authority (APEDA), National Medicinal Plants Board (NMPB) subject to a maximum of Rs. 20 Lakhs and subject to a total subsidy not exceeding over 50% of the project cost

Delta India to set up export-oriented plant in Pantnagar

Delta India, part of the leading UPS and telecom power solution and green energy provider Delta Energy Systems, has decided to bet big on India's huge telecom and renewable energy sectors by deciding to set up a plant in Chennai and planning another in Kolkata.

Delta India, which has set up the world's first "green factory" in Rudrapur, Uttar Pradesh, with the help of renewable energy sources, is going to establish the export-oriented Chennai unit with a work force of 4,000, Delta Energy System's Executive Director AnusornMuttaraid told Indian journalists here.

Upbeat about the growing Indian telecom market and aiming to make India as the export hub for the world to compete with China, he said the Chennai unit, which would be targeting the European market, could also at a later stage consider catering to the Indian market.

The Delta India already has a manufacturing plant in Puduchery which, having 2,000 employees, exports products to China.

Anusorn said he is also looking for land in Kolkata to set up a factory by next two years to target the European market as also SAARC countries like Bangladesh, Bhutan and Nepal.

He, however, acknowledges the difficulty in acquiring land in Kolkata in view of opposition from different quarters.

A key component of Delta India's plan to set up the factories in Chennai and Kolkata is the decision to recruit a sizable number of skilled women workers whom Aunsorn found by the experience in Puducherry plant are equal in performance as men.

"We have already invested 100 million dollars in India and we are going to put in another 100 million dollars there," said Anusorn, who is also the Chairman of Thailand-India Business Council.

Replying to a question, he said given that the telecom sector has hit a high growth trajectory in India, telecom power sub-sector has "very bright prospects."

He said the Delta also wants to manufacture power conversion equipment in India, which at present is being imported from Thailand for export, in order to be more competitive with China.

He said Delta's Indian investment story is aimed at competing with China for the world telecom power market but pointed out that while Chinese authorities provide all support for export units, the same is hard to match by India.

"I need the support of Indian government to export to the world because I want to compete with China," he said

Dehradun is known for its premier education facilities and institutional centers all across the country. Bajaj Auto's Pantnagar unit in for another expansion

With the festival season drawing close, Bajaj Auto is all set for another expansion at its Pantnagar facility in October with an investment of Rs 75 crore.
The company officials said the production at the Pantnagar unit was being ramped up to 1,800,000 units from 1,200,000 units per year in view of the heavy boom in the auto market. "We are carrying out the expansion which we hope to complete by October," said an official.
The company would produce a record 1,200,000 units this month from its 66 acre facility which is currently running at full capacity.
Last year also, the company had carried out a sizeable expansion, scaling up the production from 600,000 units to 1,200,000 units.
Although there is a strong possibility that the company may introduce new models, company officials remained tightlipped. "Such possibility always remains," said one of them.
The company is currently producing two variants of each of its top models â€” Platina and Discover â€” from the Pantnagar unit.
Like Hero Honda and other auto companies, which are taking considerable benefits from a slew of tax incentives under the special industrial package, Bajaj Auto is also scaling up the production at its unit in Pantnagar in order to take the full advantage of the tax sops which include a 10 year long 100 per cent excise rebate. The company had initially invested Rs 230 crore at the Pantnagar unit where the production began in 2007.

Proposed Uttarakhand logistic hubs in doldrums

A proposal to develop two logistic hubs in Uttarakhand has failed to make any headway after the bidding process.

With the development of key industrial estates of Haridwar and Pantnagar, the State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (Sidcul) had chalked plans to provide logistic support and facilities to the industries through these two hubs. For this purpose, 8-10 bids were received by Sidcul last year.

However, the Sidcul Board, comprising top government officials including the chief secretary, expressed reservation over certain clauses, due to which the bidding process did not make any headway. Some of these companies wanted to make upfront charges in a staggered manner by adopting annuity model. However, this was not accepted by the Board.

Sidcul, the nodal agency for industrial development in the hill state, had decided to set up two modern logistic hubs having facilities like warehouse, truck parking, dormitories and 24-hour canteen/restaurant, fuel station, service centres, office complexes for service providers and hotels. An investment of Rs 50 crore is proposed in the two logistic hubs, official sources said.

Sidcul had allotted industrial plots to 600 units at integrated industrial estate (IIE) Haridwar and 470 units at IIE Pantnagar. Most of the industrial units have already commenced production. Tata Motors, Hero Honda, HUL, Bajaj Auto, M & M, Nestle, Britannia and Dabur are some of the big names which have set up large production facilities at the two places.

But the demand from industries was growing for logistic hubs mainly for the comfort of businessmen and industrialists visiting the two places.

Sidcul has also mandated IL & FS Ltd to undertake comprehensive process management leading to appointment of developers who will implement the projects on Public Private Partnership (PPP) model.

Extension of Uttarakhand industrial package sought

The Uttarakhand Assembly, which normally is a battlefield for the ruling and Opposition Benches, seemed to have taken a development-centric turn on Thursday with many Congress and Bahujan Samaj Party MLAs lending support and expressing the desire to accompany Chief Minister Ramesh Pokhriyal Nishank to meet Prime Minister Manmohan Singh if the controversial Industrial Package expiring on March 31 was not extended.

“Any delay in extending the package will adversely affect the nearly Rs 2,000-crore worth investments coming in and direct and indirect employment opportunities for over 1.5 lakh people”, Mr Nishank said, urging the Prime Minister to rise to the occasion and extend the package till 2020 as that was the minimum period required for the fledgling economy to flourish.

The Industrial Package was given for a 10-year period by Atal Bihari Vajpayee as Prime Minister in 2003. The succeeding Congress Government reduced the term till 2007 but extended the same till 2010 on the eve of the last elections. The reduction and then extension in parts for obvious political reasons has adversely affected the industrial growth initiated by Narain Dutt Tiwari as Chief Minister.

“Perhaps the Centre will see reason and reinstate the package till 2013 if not till 2020,” observed economists.

Ahead of the Union Budget, serious efforts have been initiated in Uttarakhand for the extension of the 2003 industrial package till 2013 with Union Minister of State for Labour and Employment Harish Rawat today lending his full support.

Rawat, an MP from Uttarakhand, said he would shortly meet Finance Minister Pranab Mukherjee seeking the extension of the package, which is expiring in 2010, amid growing demand from industries in the hill state in this regard. “I fully support the demand that this package should be given extension for the overall development of Uttarakhand,” Rawat said.

Under the package, the centre is offering a slew of tax incentives that have attracted industries to set up new manufacturing units at Pantnagar, Haridwar and other industrial areas.

Earlier chief minister BC Khanduri in a letter to Prime Minister Manmohan Singh also sought extension of tax breaks till 2013. Khanduri also wrote similar letters to all the five Lok Sabha members from Uttarakhand to seek their support over the issue.

“Industrialists who want to invest in Uttarakhand are in a state of dilemma since the industrial package is expiring in 2010. This industrial package should be extended keeping in view special geographical and economic conditions of the state,” Khanduri said in the letter. He also pointed out that the tax incentives given to Uttarakhand were far less than those given to the Northeast states where the industrial package had already been extended by 10 years in 2007.

Last year too, Khanduri had met the Prime Minister twice on the issue. Khanduri has been pitching for the extension of industrial package after his government last year announced a special hill industrial scheme for a period of 10 years by doling out a series of sops.

“It will be good in case the tax breaks are extended by another three years since industrialists are hesitating to invest in the hills due to recession” said an official.

Following the special tax holiday scheme of January 2003, an industrial boom was witnessed in Uttarakhand where top notch companies like Tata Motors, Bajaj Auto, Nestle, Mahindra and Mahindra, Britannia, LG set up new units to take the benefits of the various tax incentives given by the centre.

With economic conditions showing a sign of recovery, Uttarakhand is giving a serious thought to developing one more industrial estate.

The state Infrastructure and Industrial Development Corporation of Uttarakhand Ltd (SIDCUL), the state government's nodal agency for the industrial development, is focusing on Sitarganj town in Kumaon region, where 1,100 acres of land is available in the non-notified area.

A decision in this regard by the SIDCUL Board has already been taken, top officials said. The master plan of Sitraganj has already been prepared, which would help the SIDCUL in developing the industrial estate.

"We are looking forward (towards) industries like pharma, IT, biotech, packaging and others areas to set up their new units at Sitarganj," said the official.

The agency has developed top industrial estates like Pantnagar and Haridwar.

The SIDCUL is also of the view that the economic conditions would improve further, which would goad the companies to take advantage of the suitable industrial scenario in the hill state.

व्यावसायिक वाहन बनाने के मामले में देश की दिग्गज कंपनी अशोक लीलैंड के प्रबंध निदेशक आर शेषशायी ने बताया कि उत्तराखंड में कंपनी का नया संयंत्र लगने से, 'कंपनी का उत्पादन केंद्र दक्षिण भारत के बजाय उत्तरी भारत बन जाएगा।'

कंपनी के पंतनगर संयंत्र में आज ही उत्पादन शुरू हुआ है। लेकिन हिंदुजा समूह की प्रमुख कंपनी को सिर्फ इतना ही फायदा नहीं हो रहा है। उत्तराखंड में संयंत्र लगाने पर मिलने वाली कर रियायत से पंतनगर संयंत्र में बनने वाले हर ट्रक पर कंपनी को करीब 30,000-50,000 रुपये की बचत होगी।

हालांकि राज्य को मिलने वाली यह रियायत 31 मार्च को समाप्त हो रही है। 2003 में राज्य में उद्योगों को बढ़ावा देने के लिए शुरू की गई यह योजना केंद्र आगे बढ़ाने को तैयार नहीं है। हालांकि जल्दी उत्पादन शुरू करने वाली कंपनियों में सिर्फ अशोक लीलैंड अकेली नहीं है।

श्री सीमेंट, टाइटन और हिंदुस्तान जिंक भी इस छूट का फायदा उठाने के लिए जल्द से जल्द राज्य में अपने संयंत्रों में उत्पादन शुरू करना चाहती हैं। अगले 25 दिनों में पंतनगर, हरिद्वार, कोटद्वार के औद्योगिक परिसर में करीब 100 कंपनियों के संयंत्रों में उत्पादन शुरू हो जाने की उम्मीद है।

हिमाचल प्रदेश के मुख्य औद्योगिक केंद्र बद्दी और उसके आसपास के बरोटीवाला और नालागढ़ में भी संयंत्र लगाने की होड़ में फार्मा, पैकेजिंग, इंजीनियरिंग, बिजली के घरेलू उपकरण बनाने वाली कंपनियां शामिल हैं।

सरकार के अधिकारियों ने बताया कि पिछले पांच साल के दौरान इस क्षेत्र में लगने वाली 1300 इकाइयों के जरिए करीब 6,000 करोड़ रुपये का निवेश हुआ है। पिछले 6 महीनों के दौरान ही करीब 332 प्रस्तावों को अस्थायी पंजीकरण मिल चुका है। इन इकाइयों के जरिए और 500 करोड़ रुपये का निवेश होने की उम्मीद है।

इस योजना के तहत कुछ क्षेत्रों में निवेश करने पर उत्पाद शुल्क पर पहले 10 साल के लिए 100 फीसदी छूट, पहले पांच साल के लिए आयकर में 100 फीसदी छूट और बाद के पांच साल में 30 फीसदी छूट मिलती है। मेरठ के सीमा एवं उत्पाद शुल्क आयुक्त मनमोहन सिंह ने बताया कि 31 मार्च से पहले उत्पादन शुरू करने के लिए उद्योग बेताब हैं।

इसकी वजह यह है कि सिर्फ 31 मार्च से पहले उत्पादन शुरू करने वाली कंपनियों को ही यह छूट मिलेगी। सिंह ने बताया कि 2003 में कर छूट घोषित करने के बाद से राज्य में करीब 2400 नई इकाइयां लगाई गई हैं।

डाबर के मुख्य कार्याधिकारी सुनील दुग्गल ने बताया कि राज्य में मौजूद इकाइयों को तो इससे कोई नुकसान नहीं होगा, लेकिन 31 मार्च से पहले उत्पादन शुरू नहीं कर पाने वाली इकाइयों को काफी नुकसान होगा। हालांकि उद्योग को अच्छा होने की आस है।

हिमाचल प्रदेश में बद्दी बरोटीवाला नालागढ़ औद्योगिक संगठन के महासचिव अरुण रावत को उम्मीद है कि कर रियायत की अवधि बढ़ा दी जाएगी। केंद्र ने शुरुआत में इस योजना को 2013 तक के लिए शुरू किया था, लेकिन बाद में इसकी अवधि घटाकर 2010 तक कर दी गई थी।

हीरो होंडा के एक वरिष्ठ अधिकारी ने बताया कि अगर कर छूट की अवधि बढ़ा दी जाती है तो ही कंपनी के लिए वहां निवेश करना फायदेमंद होगा। उन्होंने कहा,'अगर कर रियायत नहीं बढ़ाई जाती है तो हमें दूसरे राज्यों का रुख करना पड़ेगा।'

Industry rushes to beat tax break deadline in hill states

Ashok Leyland Managing Director R Seshasayee says the company’s plant at Pantnagar in Uttarakhand, which started production today, will change the company’s “centre of gravity from south to north India”. But that’s not the only benefit the Hinduja group flagship company will get by fast-tracking the production schedule.
The company will also save Rs 30,000-50,000 per truck from duty benefits available under the government’s area-based exemption scheme for hill states — which will end on March 31 this year. The Finance Bill for 2010-11 makes no mention of this scheme, which started in January 2003, implying that it will die a natural death.
Ashok Leyland isn’t alone in starting production in a hurry. A host of leading companies such as Shree Cement, Titan and Hindustan Zinc are expected to follow in the next few days to take advantage of the exemptions, also known as the concessional industrial package or CIP.
Nearly 100 other companies, mostly small enterprises, are pulling out all the stops to start production in the next 25 days at the Pantnagar, Haridwar, Selaquie and Kotdwar industrial estates, which had been developed by the State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (SIDCUL) after the announcement of the CIP.
Himachal Pradesh’s prime industrial hub, Baddi, and its adjoining regions such as Barotiwala and Nalagarh, have also seen a rush for registrations of new manufacturing units. Eighty five new units have obtained permanent registrations from the state industries department in recent months and the units cut across industry sectors, the major ones being pharmaceutical, packaging, engineering, electrical home appliances etc.
While the region attracted over Rs 6,000 crore investment through 1,300 units in the last five years, the last six months saw at least 332 more proposals — which have been given provisional registration — estimated to bring in another Rs 500 crore worth of investment, state government officials said.
Under the scheme, investments made in some areas qualified for 100 per cent excise duty exemption for 10 years and 100 per cent income tax waiver for the first five years and 30 per cent for the next five years.
The industry’s rush to beat the deadline is understandable. Manmohan Singh, commissioner, customs and excise, Meerut, says all the companies that want to take the benefits of area-based exemptions must start production before March 31.Nearly 2,400 new units have so far set up shop in the hill state since 2003, when the package was announced.
Dabur CEO Sunil Duggal says although existing units will not suffer, the new ones will, since those that have received in-principle approvals but have not yet been commissioned will stand to lose.
Industry, however, is still hoping for the best. Arun Rawat, general secretary of Baddi Barotiwala Nalagarh Industries Association in Himachal Pradesh, says he is expecting an extension of the tax holiday. Initially the scheme was to end in 2013, which was later cut short to 2010, but there is a case to extend it.
A senior Hero Honda executive says it would be most logical for the company to make investments at Haridwar if the tax holiday is extended.

“If not, we will have to look at the offers made by other states,” he said.
Hero Honda is currently operating at 83-86 per cent capacity at the Hardwar plant and will weigh its options on a fresh location for capacity expansion only if the tax facility is withdrawn. This fear of losing out to other states is what is prompting the state governments to lobby hard for an extension. The Uttarakhand chief minister has already made three trips to New Delhi to meet the Prime Minister to convince him to extend the deadline
A senior SIDCUL executive said only half the total land allotted by the state government has been utilised so far, which means that there is plenty of scope for further investments. There were proposals totalling Rs 47,000 crore, of which only Rs 25,000 crore have been made so far.

RUDRAPUR SIDCUL INDUSTRIAL POLICY 2003

The existing Industrial Policy was framed in the back-drop of potentialities and
expectations of the newly created State of Uttaranchal. The policy focused on the
sectors where Uttaranchal has inherent advantages e.g., Tourism, Hydro-power,
Floriculture, Agro and Food processing, Handloom, Khadi and Village Industries etc.
The Hon’ble Prime Minister of India during his visit to Nainital in March 2002
announced that a special package of incentives would be given to promote Industrial
Development in Uttaranchal to offset the constraints that hampered this process. The
package was formally declared on 7th January 2003. In the light of this package and
seeing the interest already evinced by potential entrepreneurs, drawing lessons from
the experience of our existing Industrial Policy and experience of other States, taking
note of inputs received from the various stake holders and keeping in view the ground
realities of liberalization, and allied trends of economic reforms, the State
Government has found it expedient to formulate a New Industrial Policy.
The aim is to provide a comprehensive framework to enable a facilitating,
investor friendly environment for ensuring rapid and sustainable industrial
development in Uttaranchal and, through this, to generate additional employment
opportunities and to bring about a significant increase in the State Domestic Product
and eventual widening of the resource base of the State. This will be termed as the
New Industrial Policy 2003, and shall remain in force for a period of 5 years.
VISION
· To create high quality world class infrastructure facilities in the State and
enhance, in particular, connectivity to the National Capital Region (NCR) and
other leading markets.
· To provide single window facilitation in the State to expedite project
clearances and provide an investor friendly climate.
· To provide and facilitate expeditious land availability for setting Industrial
ventures and Infrastructure projects.
· To promote and encourage private sector participation in the development and
management of infrastructure projects such as Industrial Estates/Areas, Growth

modernization and technological up-gradation and provide the necessary
common facilities and backward and forward linkages, including product

· To address problems of sickness and incipient sickness in Industry, particularly
SSIs and facilitate required restructuring and rehabilitation, etc. in coordination
with the Banks and financial institutions.
· To promote Industries based on local resources particularly in the Areas of
Agriculture, Horticulture, Agro & Food Processing and Floriculture.
· To promote planned and scientific exploitation of the mineral resources of the
State and maximize value addition within the State.
· To promote leading edge technologies and sunrise industries in the State in the

Uttaranchal is blessed with a rare bio-diversity, inter-alia, 175 rare species of
aromatic & medicinal plants are found in the State.

participation of various Banks and Financial Institutions like SIDBI, ICICI and
LIC is committed and of various others is proposed.
Marketing assistance to Khadi and Village Industries, SSIs, Cottage Industries,
Wool-based Industries, Handloom, Silk and Handicrafts Industries.
Major Bio-Technology complex is proposed to be setup around the Pantnagar
Agriculture University.
State is putting in place mechanisms to:-
o Provide Single Window Facilitation in the State to help/cut delays and
provide an investor friendly climate.

FISCAL
100% Central Excise exemption for 10 years on items other than those
mentioned in the negative list in the Concessional Industrial Package
announced by the Central Government.
100% Income Tax exemption for first 5 years and 30% for next 5 years for the
Companies and 25% for others.

Capital Investment Subsidy @15% with a maximum of Rs. 30 Lakhs. (Rs. 3
million).
Central Transport Subsidy extended till 2007.
Exemption from entry tax on Plant & Machinery for setting up Industry or
undertaking substantial expansion and modernization.
Land use conversion and development charges and regime will be rationalized.
Stamp duty concessions will be provided in respect of land in specialized
commodity parks, including I.T. parks.
Interest incentive @ 3% with a maximum of Rs. 2 lakhs per annum per unit
shall be provided to New Small Scale Industries (SSIs) and existing SSIs for
modernization and substantial expansion, provided they have availed loan from
State level Financial Institutions or Banks operating in Uttaranchal and not
defaulted in payment of principal or interest installments. However, for S.S.I
units and units notified as Thrust Industries being set up in remote areas, the
interest incentive shall be granted @ 5% with a maximum of Rs. 3
lakhs/annum. The interest incentive shall be admissible to the unit only if it
remains in operation for a minimum of three years from the date of
disbursement of last instalment, failing which the Government will have the
right to recover the entire amount of incentive availed.
For the purpose of Interest Incentive, Substantial Expansion shall mean
additional investment of not less than 25% of the undepreciated book value of
plant and machinery of an industrial unit.
For the purpose of the Interest incentive, modernization of new existing
Industrial units means additional investment to the extent of 25% of the
undepreciated book value of plant and machinery, made in acquisition of plant
and machinery and technical know-how for such modernization.
For revival/rehabilitation of sick SSI units, interest incentive @ 3% with a
maximum of Rs. 2 lakhs per annum shall be provided on the loan taken under
fully tied up revival and rehabilitation package from financial institutions,
banks etc. For entrepreneurs in remote areas the interest incentive will be
granted @ 5% with a maximum of Rs. 3 lakhs per annum. The interest

incentive shall be admissible to the units only if it remains in operation for
minimum of 3 years from the date of disbursement of last instalment, failing
which the Government will have the right to recover the entire amount of
incentive availed.
In the case of sick non-SSI units, Government will sympathetically consider
measures required under revival/rehabilitation package drawn by Operating
Agency/Financial Institutions/Banks.
100% exemption on Entertainment tax will be allowed for Multiplex projects
in the State for a period of three years, and for all new amusement parks and
ropeways for five years.
75% of the Total Expenditure subject to a maximum of Rs.2 lakhs incurred in
obtaining national/internationally approved quality marks such as ISO series
certificate etc., shall be reimbursed to the entrepreneurs provided that the
reimbursement / grant availed for this from all sources should not exceed the
total expenditure on this head.
50% of the expenses subject to a maximum of Rs.1 lakh incurred in installing
pollution control equipments shall be reimbursed to the entrepreneurs,
provided that the total reimbursement /grant availed for this from all sources
should not exceed the total expenditure on this head.
75% of the cost subject to a maximum of Rs. 2 lakhs shall be made available to
the entrepreneurs in the shape of assistance for registering their patents,
provided that the total reimbursement/grant availed for this from all sources
should not exceed the total expenditure on this head.
For educated unemployed youth, financial loan assistance for projects upto Rs.
2 lakhs in case of Manufacturing/Service Industry and projects upto Rs. 1 lakh
in business sector shall be available under the “PRIME MINISTER ROZGAR
YOJNA” with subsidy of 15% of the project cost subject to a maximum of Rs.
15,000. Age limit has also been relaxed under this scheme from 35 years to 40
years.
Industries generating employment opportunities shall be encouraged.

Purchase preference and price preference will be given to State SSIs in State
purchases.
Purchase preference shall be accorded to Non-SSI units within the State vis-avis
units outside the State.
Matching State subsidy on approved projects of National Horticulture Board
(NHB), Agricultural & Processed Food Products Export Development
Authority (APEDA), National Medicinal Plant Board (NMPB) subject to a
maximum of Rs. 20 Lakhs and subject to a total subsidy not exceeding over
50% of the project cost.
POLICY INSTRUMENTS
INSTITUTIONAL MECHANISM
SINGLE WINDOW CONTACT, INFORMATION AND FACILITATION
This would be operative in the District Industries Centres at the District level
and State Industrial Development Corporation of Uttaranchal Limited
(SIDCUL) at the State level. These Centres would be providing all information
and escort services to the entrepreneurs.
A data bank will also be maintained at these centres and they will also
endeavor to provide a composite application forms and related information to
the entrepreneurs.
The DICs are also working as District Offices of State Industrial Development
Corporation of Uttaranchal Limited (SIDCUL).
SINGLE WINDOW CLEARANCE MECHANISM
State Industrial and Investment Promotion Board will be setup under the
Chairmanship of the Hon’ble Chief Minister with concerned Ministers and
Government officials, Captains of Industry and specialists of
National/International repute as its members.
State level Investment and Infrastructure Committee to be headed by the Chief
Secretary and having the concerned Secretaries as its members shall be set up
for expeditious disposal of proposals involving inter-departmental policy issues

or any special dispensation. The recommendations of the committee will be
placed before the Hon’ble Chief Minister for final approval.
At the District level, a committee headed by the District Magistrate will be
setup to act as a forum for facilitating single window clearances.
The DIC and SIDCUL shall function as the Secretariat for these District and
State level Committees respectively.
DEEMED CLEARANCES
A system of deemed clearances will be put up in place wherever possible and
time bound limits will be prescribed for the purpose in respect of various concerned
departments.
For other statutory, financial and Government of India related clearances, the
State shall render all possible assistance and escort services to the entrepreneurs.
UDYOG MITRA
At the State level, Udyog Mitra has been setup under the Chairmanship of
Hon’ble Chief Minister as an apex interactive, policy and problem redressal body
with the concerned Ministers, Government officials, Banks, FIs and representatives
from the Industrial Associations as its members.
The District level Udyog Mitra has been setup under the Chairmanship of
District Magistrate for the above purpose. Its membership includes the district level
officials of the various departments, Banks, FIs and representatives of Industrial
associations.
LAND
The State Government is developing and promoting Industrial Estates and will
provide land/plots to the entrepreneurs keeping in view their requirement, preference
and availability at the earliest. Stamp Duty concessions will be provided for plots in
designated theme parks and specialized commodity estates, including IT parks. Land
use conversion and development charges and regime shall be rationalized.
The Government has identified Industrial Areas to be notified with reference to
the Industrial Package announced by the Government of India. Such areas will be
notified from time to time as per need. The State Government will, wherever
necessary, facilitate the entrepreneurs to secure land in such areas.

PRIVATE SECTOR PARTICIPATION
The State Government also invites private sector participation in development
of infrastructure projects including specialised Industrial Estates and Special
Economic Zones, Export Zones, Food Parks, Theme Parks, Biopolis, Tourism
Destinations, Generation, Transmission & Distribution of Power, Roads, Airports,
ICDs, Integrated Industrial Townships, Civic Infrastructure, etc.
INFRASTRUCTURE
Specific concessions as may be necessary for infrastructure projects will be
considered on merit basis. The State Government along with the Infrastructure
Development and Finance Company (IDFC) has set up a joint venture Company in
the name of Uttaranchal Infrastructure Development Company (U-Dec) to provide
necessary professional advisory services to the State Government in this regard.
MEGA PROJECTS
Projects over Rs. 50 crores (Rs. 500 Million) Investment or projects of
significance for the State shall be considered, on a case to case basis, for grant of any
further concessions or dispensation by the State level Investment & Infrastructure
Committee.
FINANCE
The State Government through SIDCUL along with Consortium of Bankers
and Financial Institutions shall endeavour to arrange timely and adequate credit to the
entrepreneurs. The State will also endeavor to arrange to mobilize venture capital for
suitable projects from existing venture capital funds and also consider setting up such
a fund in the State.
POWER
· The State of Uttaranchal has adequate availability of Power and is aiming to
further increase Hydro Power production by over 5000 MW before the end of
present decade. A number of small & medium size hydro-sites have already
been identified to be developed in the private sector or in public-private
partnership, besides development of projects in the public sector. Thus assured
supply of quality power will be made available to the entrepreneurs setting up
Industrial Units in the State.

· As per Electricity Reforms Act, the tariffs are to be determined and regulated
by the State Electricity Regulatory Commission. However, with the addition of
capacities, augmentation of existing capacities and expansion and revamping
of transmission and distribution network, power will be available to Industrial
units in the State at the attractive and competitive rates.
· There is no restriction in the State in using power during the peak hours.
However, the tariff for continuous and non continuous supply is to be fixed by
the Regulatory Commission.
· As a large investment is being made in the distribution network, it will enable
substantial reduction in the system loading charges.
· District level Udyog Mitra will sanction load upto 50 BHP and the load above
50 BHP will be sanctioned by the Regional Committee of the Uttaranchal
Power Corporation Limited (UPCL).
· The minimum charges shall be subsumed in the monthly bill.
· Industrial consumers shall also have the option to lay their own line from the
nearest sub-station of the Uttaranchal Power Corporation through registered
engineers/contractors at their own cost.
SIMPLIFICATION OF LABOUR LAWS
Labour laws will be simplified in such a manner so as to create a conducive
atmosphere for industrialization while protecting the interests of the workers.
System of self-certification and amalgamation of returns will be put in place so
as to substantially decrease the paper work.
With a view to end harassment, the entire regime of inspections will be
rationalized to ensure that they are corrective rather than punitive in nature.
REMOTE AREAS
A large part of Uttaranchal comprises of remote & hilly areas. There is
deficiency of infrastructure and other constraints relating to market access etc. in such
areas. The State Government will take the following measures to promote appropriate
industrialization in these areas:

All areas located at altitudes higher than 3000 ft above mean sea level shall be
deemed as remote areas for the purpose of State Interest incentive.
Under the State Interest Incentive Scheme, units located in such remote areas
will be given an enhanced interest incentive which shall be @ 5% with a
maximum of Rs. 3 lakhs/annum. This shall be admissible to only if the unit
remains in operation for a minimum of 3 years from the date of disbursement
of last instalment, failing which the Government will have the right to recover
the entire amount of subsidy availed.
The State Government will give special attention for developing infrastructure
and common facilities in these areas.
KHADI AND VILLAGE INDUSTRIES
Special emphasis will be laid on the development of Khadi and Village Industries,
cottage and tiny industries.
Common facility centres for packaging and marketing will be developed.
Efforts will be made to develop channels for marketing through private outlets
with common branding and facilitation of global exports.
Action will be taken to provide assistance in respect of new and innovative
designs, in tune with consumer demand, including demand in Khadi silk, etc.
The State Government will provide assistance for standardization of quality
and production of ready-made garments from Khadi Cloth.
SMALL SCALE INDUSTRIES
Small Scale Industries (SSIs) to be set up in the State shall be encouraged to
procure modern technology and shall be accorded price and purchase
preference in Government purchases.
An interest incentive @ 3% with a maximum of Rs. 2 lakhs/annum shall be
provided to New SSIs and to existing SSIs for modernization and substantial
expansion provided they have availed loan from State level Financial
Institutions and Banks and not defaulted in payment of principal or interest
installments. For SSI units coming up in remote areas the rate of interest
incentive will be 5% with a maximum of Rs. 3 lakhs/annum.

For revival/rehabilitation of sick SSIs units, an interest incentive @ 3% with a
maximum of Rs. 2 lakhs per annum shall be provided on the revival and
rehabilitation package loan taken from financial institutions, banks etc. For
entrepreneurs in remote areas the interest incentive will be granted @ 5% with
a maximum of Rs. 3 lakhs per annum. The interest incentive shall be
admissible only if the unit remains in operation for a minimum of 3 years from
the date of disbursement of last instalment, failing which the Government will
have the right to recover the entire amount of incentive availed.
For revival/rehabilitation of sick non - SSIs units, Government will
sympathetically consider measures required under the revival/rehabilitation
package drawn up by Operating Agency / Financial Institutions / Banks.
MARKETING SUPPORT
Purchase and price preference in Government purchases shall be accorded to
the SSIs located in Uttaranchal subject to quality norms.
Prices at pre-trade tax level shall be reckoned for comparison while making
Government purchases to provide an impetus to local Industry.
Non-SSI units located at Uttaranchal shall also be given purchase preference in
Government purchases with reference to units located outside the State.
Marketing assistance will be provided to the Small Scale Enterprises through
organisation of buyer-seller meets, and facilitating participation in Trade Fairs
etc.
HANDICRAFTS
Uttaranchal’s potential for traditional Handicraft items, will be tapped by
aggressive support in the area of Marketing, Design upgradation and provision of
adequate backward and forward linkages. Under Baba Saheb Ambedkar Hast Shilp
Vikas Yojna and other centrally sponsored schemes, a package of support to artisans
and handicraft artisans will be provided which include basic inputs and infrastructure
support like diagnostic survey and project plan, mobilization of artisans, training,
design development, new techniques, packing, common facility centre, marketing
events, exhibitions, emporiums and publicity.

The traditional handicrafts like woollen carpet, wood carving, Ringal crafts and
copper crafts, etc shall be encouraged through various iniatives like:-
· Training by Master Craftsmen will be organised in situ and these locations will
be developed as "Shilp Grams".
· Action will be taken to promote and develop Handicraft products as souvenir
items, and facilitation of their marketing in Tourist and Commercial Centres
within and outside the State.
· Efforts will be made to promote export of these items by organizing fairs,
development of showrooms with private participation, and support in the area
of publicity.
· An Urban Haat is being developed in Dehradun and Rural Handicrafts Centres
(Gramin Shilp Kendras) are being developed in the other districts for the
display and marketing of Handicraft products.
· A Crafts Design Center is also proposed to be developed in district Nainital
with a view to develop new designs and products in line with the market
demand.
· In order to encourage diamond cutting & polishing and gem industry, a Gem
and Jewellery Park is proposed to be established in the State.
HANDLOOMS
This Industry is of vital importance for employment generation in rural areas.
Under the Deen Dayal Hathkargha Protsahan Yojna action will be taken to
benefit Cooperative Societies or registered groups of Handloom weavers.
Members of these groups would be imparted training as well as be provided
with modern looms and designs.
Action will be taken for facilitating the marketing of their products by setting
up showrooms in public private partnership and motivating them to export
their produce.
Establishment, expansion and modernization of Design Centres will also be
undertaken.

The State Government proposes to develop Integrated Handloom Complexes
where facilities for dyeing, carding, development of designs, etc. will be
provided.
Silk and silk products have been declared as thrust industries. Keeping in view
the availability of high quality of silk in the State, silk production and its allied
activities will be encouraged and steps will be taken to modernise the existing
industries as well as to promote the measures for value addition.
WOOL BASED INDUSTRY
Special emphasis will be given on improving availability of good quality raw
material, wool processing, grading, and quality and design improvement,
providing training to artisans, strengthening of marketing arrangements and
mobilize institutional finance for development of this Industry.
Non-traditional animal wool fibres will also be encouraged and developed.
By way of developing backward linkages, efforts will be made to promote
scientific methods of shearing, sorting, grading and other wool processing
activities.
Action for product diversification, design improvement, technology
upgradation, training and marketing support will be undertaken in a systematic
manner.
Wool Banks and Wool auction yards and integrated complexes for processing,
grading etc. will be established at suitable locations.
AGRO AND FOOD PROCESSING INDUSTRY
A large quantity of agro produce is wasted because of lack of adequate post
harvest technology, storage and processing facilities. In order to exploit the natural
advantages and potential of the State in terms of crop and climatic diversity, special
efforts will be made to develop & strengthen this sector. Action will be taken to bring
about synergy between related schemes of various Central and State Government
departments, and provision of backward and forward linkages in an integrated
manner.

The State Government will assist in establishing small & medium size Agro
Parks, Food Parks etc., which will provide common infrastructure facilities for
storage, processing, grading and marketing, thus ensuring that surplus fruits
and vegetables do not go waste as at present.
Four Agri Export Zones have already been declared under the AEZ scheme of
the Government of India for Leechi, Horticulture, Herbs, Medicinal Plants and
Basmati Rice. Further, efforts will continue to promote production for export
and provide access to domestic and export markets for products from the State.
Special efforts will be made to modernize the packaging Industry in the State
with the objective of producing durable, attractive and eco-friendly packaging
material.
To avoid wastage of fruits and vegetables, action will be taken to develop, in
public/private partnership, post harvest management infrastructure and to
create an integrated network for marketing of horticulture produce including
cool chains. The State Government will endeavor to develop Horticulture
Farms as integrated complexes to disseminate modern technology and provide
market linkages in collaboration with reputed Non-Governmental
Organisations and Companies in a public- private partnership framework.
Uttaranchal has been included in difficult area category by the Ministry of
Food Processing Industry (MFPI), Government of India and hence units being
set up in Uttaranchal will be eligible for higher incentives under the schemes of
MFPI.
The State Government is also providing matching subsidy for projects under
various schemes of Agricultural & Processed Food Products Export
Development Authority (APEDA), National Horticulture Board (NHB),
Ministry of Food Processing Industry (MFPI) and the Natural Medicinal Plant
Board (NMPB) subject to a maximum limit of Rs. 20 lakhs.
FLORICULTURE
Uttaranchal has almost all the different Agro-geo climatic zones which makes
it particularly conducive to commercial floriculture. The State Government
will make efforts to develop this activity in a big way with a reference to both

domestic and export markets and as means for creation of employment and
income generation opportunities for farmers in the State.
This Sector will be accorded Industry status.
It is proposed to establish Floriculture Parks with common infrastructure
facilities for sorting, pre-cooling, coldchain, processing, grading and
packing/marketing facilities.
Infrastructure by way of centres for development and supply high quality root
stock and planting materials and collection and transportation network etc will
be developed. The airstrips near Dehradun and Pantnagar will be expanded and
strengthened to facilitate air lifting facilities in course of time.
Efforts will be made to enlist the cooperation of institutions like the APEDA,
NHB, MFPI for the development of projects and facilities for this sector.
TEA INDUSTRY
Recently, intensive efforts have been commenced in the State to significantly
expand the plantation of tea with the involvement of a large number of small,
marginal farmers and landless labour. Already 560 acres of new plantations have been
developed and it is proposed to bring very substantial and additional acreage under tea
plantation over the next few years. A database of suitable land for the purpose has
been created. Action will be taken to encourage the setting up of tea processing and
packaging units and thus establish Uttaranchal as a major tea producer in the country.
FOREST BASED INDUSTRY
Uttaranchal has a reported forest area of around 65 percent. There is, thus,
excellent potential for the development of forest resources based Industries in the
State, while taking due care to maintain the ecological balance and compliance with
laws relating to forest conservation and environmental protection. In addition, there is
ample scope to develop industries based on forest and agro-wastes such as lantana,
pine-needles, plant and vegetative fibers such as Rambans, etc. Action will be taken in
an integrated manner and in cooperation with specialized agencies, for research and
development, product development and promotion of industries based on such
materials.

Steps will be taken to encourage non-timber based industries such as Bamboo,
Ringal, Resin, non traditional fibres, matches, paper and paper products, plywood /
flush boards, furniture, wood carvings, sport goods, toys, pencils etc, keeping in view
their vast employment opportunity and export potential.
TOURISM
Uttaranchal offers immense opportunities for development of a vast array of
tourism, infrastructure related activities and services.
The State Government has set up Statutory Uttaranchal Tourism Board under
the Chairmanship of the Hon’ble Minister of Tourism to function as an apex
body for development of Tourism in the State.
A shelf of projects has been prepared through reputed consultants for
development through the private sector. Further, such opportunities will be
identified on a continuing basis. Various options for public - private
partnership in the Tourism sector would be available.
Tourism Industry has been accorded the status of a thrust in the State.
100% exemption on Entertainment tax will be allowed for all new Multiplex
projects in the State for a period of three years.
A detailed separate Tourism Policy has also been formulated under which:
· New tourism units will be allowed rebate/deferment facility in respect of
luxury tax for a period of five years from the date of commencement.
· New Ropeways installed in the State will be exempt from payment of
entertainment tax for a period of five years from commencement
· New Amusement parks set up will be exempt from entertainment tax for a
period of five years from the date of becoming fully operational.
INFORMATION TECHNOLOGY
The State is naturally endowed and has all pre-requisites for developing as a
preferred destination for IT & ITES along with hardware production.
IT and IT related services have been accorded Industry status.

Uttaranchal offers high speed connectivity with the establishment of an STPI
Earth Station at Dehradun and proposed Earth Station at other locations. Other
reliable connectivities available in the State are by BSNL and Reliance.
A dedicated IT park is already coming up in Dehradun & other are planned in
other parts of the State.
Land use and conversion charges and regime are being rationalized.
IT and IT enabled services will be accorded public utility status. Relaxation of
norms will be given for the working of women in all three shifts subject to
proper controls, facilities & infrastructure.
Exemption on Electricity duty on Generator sets will be given for IT Industry
established in IT Parks/Industrial Estates.
Stamp Duty Concessions will be given to units located in IT Parks.
The State Government will provide free Bandwidth up to 2 mbps to all IT
Software Companies/IT enabled service based Companies, Call Centres, BPOs
etc for 1 year, subject to the following stipulation:
(i) Hardware/Installation cost would be borne by the applicant.
(ii) The Bandwidth will be non-sharing and non-transferable.
(iii) The Entrepreneur/Company can connect to BSNL/VSNL/STPI or any
private service provider for the said Bandwidth. However, the cost of
the said Bandwidth would be kept at the rates offered by STPI/BSNL.
(iv) The following criteria will be adopted for providing the connectivity:
a) Category -1.
Call Centres.
25 Seater – 512 KBPS.
50 Seater – 1 MBPS.
100 Seater- 2 MBPS.
b) Category -2.
Offline BPO and such other establishments: 1/4th of the above.
c) Category -3.
Online BPO and such other establishments: 1/2 of the above.
d) Category -4.

Combination of activities: subject to maximum prescribed in 1st
category.
(v) Cyber Cafe / IT establishments for entertainment of people are excluded
from the purview of this offer.
(vi) The commencement date would be the date of first connect and the offer
of an incentive is for continuous one year and cannot be availed in
patches
BIOTECHNOLOGY
Biotechnology (BT) is poised to make significant contributions in agriculture,
human and animal health care, environment management and process industries. Rare
species of plants and animals found in the State, add to its natural advantage in this
sector. In this context, a MOU has already been signed between Rabo India Finance
Company, Infrastructure Development Finance Company and the G.B.Pant University
of Agriculture and Technology in order to forge strategic cooperation to jointly pursue
initiatives in the sphere of research in food and agriculture sectors. A high level
Biotechnology Board is also being setup under the Chairmanship of the Hon’ble Chief
Minister. The strategy of the State will include the following:-
Units coming up in this sector, including the R & D units in this field, shall be
accorded Industry status and the provisions made for the IT sector shall be
made applicable to this sector.
Establish an internationally competitive business infrastructure and
environment for the BT Industry in the State.
Develop Uttaranchal as a centre of excellence in biotechnology by providing
necessary education and training facilities for the creation of a large pool of
multi-skilled, technically competent manpower and organizations for state of
the art biotechnology research in the State.
A Biotechnology Park will be developed near Pantnagar to achieve the vision
of the Government. The proposed Biotechnology Park will integrate resources
and provide amongst others, a focused institutional set up for accelerated
commercial growth of Bio-Technology and Bio-Informatics.

INDUSTRY BASED ON HERBAL AND MEDICINAL PLANTS
Uttaranchal is a store house of rich variety herbs, medicinal and aromatic plant
species. The Government wishes to exploit this by helping industries for value
addition in this sector and giving emphasis on institutional R&D driven by the market.
· An integrated action plan has been drawn up for this purpose in coordination
with the Government of India and other concerned agencies in the State and
elsewhere in the country.
· Strategic linkages and connectivity will also be forged between this Industry
and Tourism related activities.
· Special emphasis will be given to arrangements for marketing both within the
country and abroad.
· R&D in the Medicinal Plants and commercial production of applications and
formulations will be developed in conjunction with Research Institutions and
reputed companies.
· Scientific cultivation on contract farming will be encouraged with special
emphasis on value addition within the State.
· A Medicinal and Aromatic Plants Export Zone has been set up covering seven
districts of Uttaranchal and Specialized Herbal Parks are in the offing.
BOTTLING PLANTS, WINERIES, BREWERIES AND MINERAL WATER
The State Government has already announced its Excise Policy. The
applications of competent entrepreneurs will be considered in accordance
with the Excise Policy of the State for setting-up of bottling plants, wineries,
breweries.
A number of rivers are originating in the State. These are providing a good
source for mineral water industry. The Government will encourage setting up
of new mineral water bottling plants in the State.
RESTRUCTURING AND REVIVAL OF SICK UNITS
Incidence of sickness and incipient sickness as defined by RBI guidelines shall
be expeditiously dealt within co-ordination with Banks and Financial
Institutions.

The District Level Committee under the Chairmanship of District Magistrate
and the State Level Inter Institutional Committee (SLIIC) shall consider the
package, concessions and assistance to be provided by the various agencies for
such revival and rehabilitation as per the revival plan prepared by
OA/Banks/FIs.
For revival/rehabilitation of sick SSIs units, an interest incentive @ 3% with a
maximum of Rs. 2 lakhs/annum shall be provided on the loan taken from
financial institutions, banks etc. under a fully tied up revival and rehabilitation
package. For units in remote areas the interest incentive will be granted @ 5%
with a maximum of Rs. 3 lakhs/annum.
In the case of sick non-SSIs units, Government will sympathetically consider
measures required under revival/rehabilitation package drawn by Operating
Agency/Financial Institutions/Banks.
HUMAN RESOURCE DEVELOPMENT
The Government with the active participation of Industry, shall
revitalise the network of Industrial Training Institutes and Polytechnics
to upgrade the quality and skill of manpower. The involvement of
Industry in the management of government training institutes will be
encouraged.
As part of the initiative to promote a strong entrepreneurial base, the
Government, with the help of Industry Associations and others, will
promote Entrepreneurship Development programmes.
Special focus will be given on Entrepreneurship Development in remote
areas to develop local entrepreneurship.
EMPLOYMENT
One of the main objectives of the Industrial Policy 2003 is enhancement of
employment opportunities. To this end all endeavours will be made to promote self
employment, entrepreneurship development, industrialization and ancillarization.

EPILOGUE
The State Government with these initiatives coupled with the Concessional
Industrial Package announced by the Government of India, the inherent advantages of
the State, the peaceful law and order scenario, and a progressive, hard working
people, stands committed to ensure Industrial growth and prosperity in the State.
This is a dynamic policy and further measures as necessary will be considered
from time to time. Care will be taken to ensure that commitments made are honoured

Uttarakhand plans industrial estate next to IIM

With the Uttarakhand government announcing its plans to set up a new IIM at the industrial town of Kashipur in Kumaon region, a move is afoot to set up an industrial estate side by side.
The new IIM would be coming up at Escorts Farms in Kashipur where the government has in its kitty nearly 530 acres of land. “We are setting up the new IIM at Kashipur with an investment of Rs 600 crore,” said Chief Minister Ramesh Pokhriyal Nishank. According to an estimate, since IIM requires not more than 200 acres, a new industrial estate can be developed on the rest of the land available at Kashipur. For this purpose, the State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (Sidcul) would shortly approach the government for its proposal to develop industrial estate for SME units there.

Sidcul, which has already developed the key Pantnagar and Haridwar industrial estates, had put up the proposal before its Board in 2008 to develop the industrial estate at Escorts Farms. But the Board in turn deferred the proposal. “We will again put up the proposal before the Board,” said an official.
After Haridwar and Pantnagar, where top companies like Tata Motors, Voltas, Nestle, Britannia and Bajaj Auto set up new units, the Escort Farms industrial estate will still be a big one where the officials are hoping that it can also become a hub for IT and education.

The government estimate suggests that the new industrial estate can attract investment of Rs 3,000-5,000 crore. Since Escorts Farms falls in non-notified area, the government is expecting only thrust industries to set up their new units there.

Uttarakhand Chief Minister Ramesh Pokhriyal ‘Nishank’ tells Sanjay Jog he wants the special industrial package to be extended till 2020.
It seems the Centre wants to go ahead with its plan to withdraw tax holidays for industries (in hill states) from April 2010. What’s the state government’s stand?I recently led a high-level all-party delegation to Prime Minister Manmohan Singh and appealed against the withdrawal of tax holidays for industries. Under the package, industries that start commercial production before March 31, 2010, enjoy 100 per cent excise exemption. The period of the exemption starts from the date of commercial production. The exemption is available for 10 years. Also, there is 100 per cent income-tax exemption for the first five years, which tapers off over the next five years. There is also an investment subsidy that manufacturers enjoy at the rate of 15 per cent of the total investment, plus a 1 per cent exemption on central sales tax.

We want the package to be extended till 2020. The Congress has sought an extension up to 2013. However, the package should be available till 2020, as 2013 was the deadline in the original package sanctioned by the then prime minister Atal Bihari Vajpayee. Besides, the state government is serious about attracting investments. Apart from the Centre’s package, the state government gives a slew of incentives to boost investments.

However, there are limitations to industrial growth, especially when the state government has to strike a balance between environment protection and industrial development.The state government is committed to protecting the environment. Close to 45 per cent of Uttarakhand’s land is under forest and the state has undertaken a special programme to protect and preserve the Ganga river. Non-polluting industries with good employment potential will be provided all necessary help. Pharmaceuticals, horticulture and information technology are some of the sectors that have tremendous potential here.

The government is pro-development but has also resolved to preserve nature. It will promote private investments in hydro power projects. The thrust will be on mini projects that can be developed in a short period. The state government’s investor-friendly policy for the hydel power sector is already in place. Coal-based power projects are important to increase the country’s power generation, but have no scope in the state.

However, Minister of State for Environment and Forests Jairam Ramesh does not share your views on development of hydel projects on the Ganga.I have taken up the issue of more projects on the Ganga upstream of Uttarkashi with the prime minister. I strongly believe that there is scope for developing more hydel projects on the Ganga without compromising its flow and sanctity. My government is clear that the flow of Ganga should not be disturbed and its sanctity should be maintained.

Apart from hydel projects, what are the other options the state government is exploring to add power generation capacity?The government is keen to encourage gas-based power projects in the state. We have held meetings with GAIL India to assess the possibility of developing gas-based projects. These will help meet the demand for power in the state. GAIL India will come up with a detailed project to lay the pipeline that will pass through Garhwal and Kumaon regions.
What are the government’s plans to promote the tourism industry in the state?The government is not keen to promote tourism at the cost of flora and fauna. We will launch a novel project under which global tourists will be encouraged to ride a chopper to five-six tourist spots in Valley of Flowers. Helipads will be built for this. However, tourists will have to pay Rs 5-6 lakh per trip. The private sector will organise these trips. The government will also promote winter sports.
Uttarakhand has several pilgrim spots and rivers. It’s known for the Kumbh Mela. What is the government doing to attract more pilgrims?Uttarakhand has Badrinath, Kedarnath, Haridwar and Gangotri. My government is committed to providing all possible amenities to pligrims at these holy places and rivers. We want to develop meditation centres for those looking for peace and harmony. The state is host to many pilgrim centres and sites of historical importance and incurs significant expenditure on pligrimage-related tourism.

What is the government doing to convert the state into an ayurveda hub?My government has held initial discussions in this regard. The state is rich in medicinal trees and rare species of plants. Species required for ayurvedic treatment will be protected. The government is quite confident that the state can become an ayurveda hub. Baba Ramdev has already entered into a Rs 1,000-crore-per-annum contract with the state government for exploitation of the potential and the use of medicinal plants, especially those used in ayurvedic treatments.

7. The allottees Industrial plots in Haridwar have complaints against SIDCUL issuing warning and forefeiting deposits if they do not raise the structure and start activities they have been sanctioned the land for. What is SIDCUL's policy and what grace period or legal action are you contemplating against such investors?

I am ready to live with criticism rather than tolerating speculators. We have cancelled around 70 plots so far. We also have a policy for surrender; for details see website www.sidcul.com. My assessment is that we shall see 80-90% fructification of proposals by 2007 as opposed to 30-40% in comparable industrial estates.

8. What are the major issues the invstors are facing in building up the Industrial Estates in UA? What are the challenges for SIDCUL once the industrial process gets over and measure taken by you to handle environment and industrial relations?

We have very good industrial relations here- shortage of requisite skill sets is something we are hoping to address through a knowledge city in Kashipur.

9 . What are your plans for mountain industries? Does SIDCUL cover the village and small industries or is there any other agency in the state for the industrial developments in the hills?

Processing of horticulture produce; cool chain infrastructure; tourism is another.

In recent years, Uttarakhand has emerged as one of the most attractive industrial destinations in India. The government is encouraging private participation in all industrial activities and as a result big players such as HLL and Dabur have set up units in the state. The New Industrial Policy announced in 2003 by the state government puts in place the regulatory framework for Uttarakhand's industrialisation. सिडकुल की १२० फेक्त्रियो को श्रम बिभाग का नोटिस

श्रम बिभाग ने सिडकुल पंतनगर में स्थित १२० फेक्त्रियो को नोटिस जारी किए है. आरोप है की इन फेक्त्रियो के प्रबंधन ने उत्पादन सुरु करने के बाद निर्धारित अवधि मेन बिभाग को कर्मचारियों के नियोजन के सम्बन्ध में कोई सुचना नही दी इधर इस कार्यवाही से औधौगिक इकाइयो में खलबली मची है.

बिभागीय सूत्रों के मुताबिक सिडकुल की १८५ इकाइयो में उत्पादन सुरु हो चुका है .स्थाई आदेश अधिनियम १९४६ के अंतर्गत हरे क फक्ट्री प्रबंधन को कर्मचारियों की सेवा सरतो के प्रमारनी कारन के सम्बन्ध में श्रम बिभाग को सुचना देना अनिवार्य है. फेक्ट्री के उत्पादन सुरु होने के छः माह के अन्दर सुचना दी जानी चाहिए . इसकी श्रेरनी में वे फक्त्रिया आती है जिसमे २० से अधिक कर्मचारी नियोजित है. कुमोउन के उप श्रमायुक्त ने इस मामले को गंभीरता से लिया है उन्होंने स्थाई आदेश अधिनियम का उलंघन करने के मामले में सिडकुल की १२० फक्त्रियो को नोटिस जारी किए है. नोटिस का जबाब निर्धारित अवधि में न देने पर सख्त कार्यवाही की जायेगी. सिडकुल की करीब ३५ फक्त्रियो की इस मामले मई सुनवाई की जा चुकी है.

इससे पहले भी सिडकुल की कुछ फक्त्रियो को इस आशय के नोटिस जारी किए गए थे. तथा डाबर इंडिया लिमिटेड को उपने कर्मचारी की पूर्व सहमती लिए बगैर स्थानान्तरण करने के लिए रुद्रपुर की जिला अदालत द्वारा डाबर के सी इ ओ सुनील दुग्गल तथा टी के बनर्जी के ख़िलाफ़ प्रमारित स्थाई आदेशो का पालन न करने के ख़िलाफ़ सम्मन जारी किए गए थे और श्रम बिभाग ने इस स्थानान्तरण को अवैध करार दिया था. जिसके ख़िलाफ़ डाबर इंडिया लिमिटेड ने उत्तरांचल हाई कोर्ट नैनीताल से स्टे लिया हुआ है. तथा श्रम बिभाग या न्यालय के हस्तक्षेप के बाद भी बरी औधोगिक इकाईया नियमो को ढेंगा दिखाने से नही चुक रही है। और इन्ही चाँद फेक्त्रियो की बजह से इस शेत्र मई श्रमिक असंतोस बढ़ रहा है। डाबर द्वारा १२५ सालो के इतिहास मई पहली बार यहाँ पर अपने मजदूरों को २ साल के लिए ट्रेनिंग पर रखा है वरना डाबर के देश भर के कारखानों मई नेपाली व् संथाली मजदूरो से बंधुआ मजदूरों की भाति काम कराया जाता है। यहाँ तक की दिल्ली के नजदीक साहिबाबाद में भी यही हाल है फ़िर भी कानूनों का खुलेआम उलंघन हो रहा है। पंतनगर मईभी डाबर द्वारा जुलाई २००४ से अब तक एक भी मजदूर को स्थाई नही किया है और स्थाई नतुरे के कार्य भी खुलेआम ठेके के मजदूरों से कराया जा रहा है। और जब मर्जी तब इन मजदूरों को कार्य से निकाल दिया जाता है.

जबकि श्रम कानूनों के उलंघन को लेकर समय समय पर स्थानीय श्रम संगठनो नै बिभिन्न स्तरों पर इसका विरोध जताया है किंतु सरकार व् श्रम बिभाग कुछ भी सकत कार्यवाही नही कर पाया है.

वाही उत्तराखंड के मुख्यमंत्री भी अपने रुद्रपुर डोरों के दोरान कह चुके है की फक्त्रियो को श्रम कानूनों का पालन करना ही परेगा और ७०% उत्तराखंड के लोगो को रोजगार देना ही होगा किंतु फ़िर भी नियमो का खुलेआम उलंघन हो रहा है और प्रशासन चुप्पी साधे है .और मजदूर श्रम न्यालय या हाई कोर्ट के चक्कर नही काट सकता है. यहाँ तक की दो साल से हल्द्वानी के श्रम न्यालय मई एक जज की नियुक्ति तक न होना सरकार की पोल खोलने को काफ़ी है.

बिभागीय सूत्रों के मुताबिक सिडकुल की १८५ इकाइयो में उत्पादन सुरु हो चुका है .स्थाई आदेश अधिनियम १९४६ के अंतर्गत हरे क फक्ट्री प्रबंधन को कर्मचारियों की सेवा सरतो के प्रमारनी कारन के सम्बन्ध में श्रम बिभाग को सुचना देना अनिवार्य है. फेक्ट्री के उत्पादन सुरु होने के छः माह के अन्दर सुचना दी जानी चाहिए . इसकी श्रेरनी में वे फक्त्रिया आती है जिसमे २० से अधिक कर्मचारी नियोजित है. कुमोउन के उप श्रमायुक्त ने इस मामले को गंभीरता से लिया है उन्होंने स्थाई आदेश अधिनियम का उलंघन करने के मामले में सिडकुल की १२० फक्त्रियो को नोटिस जारी किए है. नोटिस का जबाब निर्धारित अवधि में न देने पर सख्त कार्यवाही की जायेगी. सिडकुल की करीब ३५ फक्त्रियो की इस मामले मई सुनवाई की जा चुकी है.

इससे पहले भी सिडकुल की कुछ फक्त्रियो को इस आशय के नोटिस जारी किए गए थे. तथा डाबर इंडिया लिमिटेड को उपने कर्मचारी की पूर्व सहमती लिए बगैर स्थानान्तरण करने के लिए रुद्रपुर की जिला अदालत द्वारा डाबर के सी इ ओ सुनील दुग्गल तथा टी के बनर्जी के ख़िलाफ़ प्रमारित स्थाई आदेशो का पालन न करने के ख़िलाफ़ सम्मन जारी किए गए थे और श्रम बिभाग ने इस स्थानान्तरण को अवैध करार दिया था. जिसके ख़िलाफ़ डाबर इंडिया लिमिटेड ने उत्तरांचल हाई कोर्ट नैनीताल से स्टे लिया हुआ है. तथा श्रम बिभाग या न्यालय के हस्तक्षेप के बाद भी बरी औधोगिक इकाईया नियमो को ढेंगा दिखाने से नही चुक रही है। और इन्ही चाँद फेक्त्रियो की बजह से इस शेत्र मई श्रमिक असंतोस बढ़ रहा है। डाबर द्वारा १२५ सालो के इतिहास मई पहली बार यहाँ पर अपने मजदूरों को २ साल के लिए ट्रेनिंग पर रखा है वरना डाबर के देश भर के कारखानों मई नेपाली व् संथाली मजदूरो से बंधुआ मजदूरों की भाति काम कराया जाता है। यहाँ तक की दिल्ली के नजदीक साहिबाबाद में भी यही हाल है फ़िर भी कानूनों का खुलेआम उलंघन हो रहा है। पंतनगर मईभी डाबर द्वारा जुलाई २००४ से अब तक एक भी मजदूर को स्थाई नही किया है और स्थाई नतुरे के कार्य भी खुलेआम ठेके के मजदूरों से कराया जा रहा है। और जब मर्जी तब इन मजदूरों को कार्य से निकाल दिया जाता है.

जबकि श्रम कानूनों के उलंघन को लेकर समय समय पर स्थानीय श्रम संगठनो नै बिभिन्न स्तरों पर इसका विरोध जताया है किंतु सरकार व् श्रम बिभाग कुछ भी सकत कार्यवाही नही कर पाया है.

वाही उत्तराखंड के मुख्यमंत्री भी अपने रुद्रपुर डोरों के दोरान कह चुके है की फक्त्रियो को श्रम कानूनों का पालन करना ही परेगा और ७०% उत्तराखंड के लोगो को रोजगार देना ही होगा किंतु फ़िर भी नियमो का खुलेआम उलंघन हो रहा है और प्रशासन चुप्पी साधे है .और मजदूर श्रम न्यालय या हाई कोर्ट के चक्कर नही काट सकता है. यहाँ तक की दो साल से हल्द्वानी के श्रम न्यालय मई एक जज की नियुक्ति तक न होना सरकार की पोल खोलने को काफ़ी है.
